Document Types
A row here documents/governs a (document_type, document_subtype) pair — it does not by
itself make a brand new type functional. A genuinely new type still needs code (a
create-form, an Items table if it has line items, any special post-approval hook — see
cls/WorkflowEngine.php's per-type dispatch). Per-group approval steps and who-can-issue
are configured on that group's own Office tab, or centrally at admin/workflow_admin.html.

Group Types Allowed to Issue
Which group TYPES may issue each issuable document type — e.g. only Police Group can Issue a Fine.
Backed by the document_type_group_types table, enforced both here and server-side
when a group tries to issue one.
Notice Messages
The predefined message list issuers pick from when creating a notice-type document (e.g. "Issue a
Fine"). Backs both the notification bell text and the Notice generator's rendered JPEG.

Workflow Engines
An engine lists a WHOLE cross-group approval chain in one place (e.g. PD's Sergeant
approves, then City Hall's Mayor) — author it here, then bind it below to whichever
document type + group should use it. A binding with no group selected is a
shared engine, used by every group eligible to issue that type (e.g. Fines).
